About Parklands Residential Estate

Progress Status

Infrastructural work for Area One of Parklands Residential Estate is now complete.

Area Two of the development, (sited between Pacific Avenue and Prebensen Drive), is planned to create another 249 lots in 13 stages, over the next 3 - 4 years, depending on demand.

Work on the infrastructure for Area Two is ongoing, with Stages 1 and 2 complete, and Stage 3 now in progress.

Due to the wet winter, Stage 3 is now programmed for completion by the end of 2010, with Stage 4 early 2011. Sales of remaining sections are currently being finalised.

History

Lagoon Farm, which was transferred to Napier City Council from the Hawkes Bay Harbour Board as a result of the 1989 local government reorganisation, is located just south of the Ahuriri Estuary, to the south of Hawkes Bay Airport.

Part of Lagoon Farm was identified in the Napier Urban Growth Strategy of 1999, as being needed to satisfy a demand for residential development for the City.

120 hectares of the farm were rezoned for residential purposes when Council ratified its proposed District Plan in November 2000.

The development area was named Parklands Residential Development by Council.

The long-term aim is the provision of up to 800 residential sections, together with associated reserves and infrastructure over a period of 10 - 15 years. This may also include extensions to the Park Island sportsground complex.

The rate of development will be determined by the city's needs, and future demand from the housing market.

Marketing Policy

Our marketing policy is important, in that we need to satisfy the needs of both builders, and private buyers.

We often allocate whole stages to builders who are keen to build houses in Parklands to meet their own sales and business plans, and provide 'land and house' packages for buyers who prefer them.

Our builders depend on a continuity of available sections, in order to maintain their share of the housing market. Their loyalty and investment in the Parklands Residential Estate provides impetus for the continuing expansion of the development.

Periodically, we also provide a public release of sections, to those buyers who wish to buy their own section and select their own builder, or build their own home. These releases are advertised publicly, following a postal notification to those who have their names on our database. (see request information.)

We do not, however, allow reservations of a particular sections, before they are either allocated to builders, or made available publicly.

Sections in stages 3 (Aoraki Road) and 4 (Hawea Place) are now available for purchase.

Deferred settlement terms available. 20% deposit secures the section with final settlement up to 12 months later.
